Can Congress Shut Down Sea World Attractions?

Apparently, Congress thinks Sea World needs more oversight. Is there ANYthing Congress won’t try to regulate? Congress is carping about regulations that do or don’t exist to keep trainers and show-going public from injury in these water parks.
